Depends i guess.
If someone is not strong with his skill or doesn't have any substance, he will be toxic. We call them product managers in tech. They have neither tech skills nor business so they only do 1 think trash talk with toxic politics.

On the other hand there are exceptional business leaders, architects etc who command respect just because of their knowledge and impact. Toxicity rarely comes near them. Everyone does mistake but need not necessary make them toxic
