It's not just involuntary fertility though, many people like me don't really want to have kids either. Similar situation in China, Japan, USA, many other countries for various factors.

Problem is not having kids. People are healthy enough for that Problem is raising the kids is very expensive in the country now. You won't put them in Government schools or keep them at bare minimum

An age- or age-group-specific fertility rate is calculated as the ratio of annual births to women at a given age or age-group to the population of women at the same age or age-group, in the same year, for a given country, territory, or geographic area.

This is how it's calculated which itself is a flawed way. Right measure should be how many reproducing healthy individuals are there who can reproduce if the need or they're convinced to do it on their own seeing their own situation.
