Your take on the list of holidays in companies ?

Hi Folks, what is maximum holidays you have in a year calendar for us it’s like 11 holidays, Main festive like Eid and Christmas is not even included and how is this justified that every year these companies reduce the number of holidays and ask the individual to take optional leaves?

How are these leaves decided? By management or by HR or by Industry standards? Who set these industry standards
