UP has lot more chances of having wrong. Lot of quackery and malpractices happening openly in medical sector.

Man, get your facts right. Under-5 mortality rate is created on basis of population. Uttar Pradesh has multiple time population of both Kerala and Afghanistan. Hence the number is high. Don't use these metrics as a criteria in India as the population number gap is too much.
