What should be my IT team structure?

We provide healthcare diagnostics at home. We need to build Android IOS web apps, maintain cloud infrastructure, database and handle other API integrations. If i need to manage all these what should be my IT team size and what roles and experience i should look for. Bit frugal being a start-up so need lean team suggestions
