Unable to navigate through Salary negotiation

I read at many places that never tell your expectations. Let company tell their range and go up from there or tell your range and go down from there. But it hardly works. All the HR so far tells me that they cannot disclose their range and if I tell them my expectation then they will tell me whether it falls in the range or not. Now I'm afraid to tell my expectation as I don't want to lowball myself as well as I don't want to overshoot so that it just takes the offer from the table. Also the market research data is not correct it's very outdated. Last time I found market data for my role to be 60-70% lesser than what I was making. Median market salary is lower than actual because it takes in account of all those companies that pays lesser. Tell me a strategy that works here. How to make the recruiter to tell me their range?
