Interesting. Apart from quick shopping, I am not sure what is possible, given lounge is already something which is available.
Expenses if one gets out of airport during layover like site seeing, entertainment,.food, clothes,.etc. Basically whatever you want to cover...

Both will be covered, figuring out the caveats on missing a transport. Out of the box insurers said they can cover many reasons like transport strikes, natural calamity, & all. Subjective ones end-up costing more. Searching for a middle ground on the same like cover it once vs. blanket for a certain amount.
