Actually this makes lot of sense. When hiring people, every startup founder goes by the same logic - family , friends and then outsiders. If they were so confident of their idea, they would do that first. Its easier to raise money from friends and family than outsider VC's.

Even listed companies, % of share held by promoters, % of shares held by FII are a filtering criteria for making investment in that company.
