I've worked in fintech before. I can say that this will not have the impact that you think it will have. RBI might impose restrictions but they won't cutoff any business completely. Moreover Jar and Rupeek are just peer-to-peer products. They just connect banks and customers to disburse loans. That's it.
Even if RBI imposes restrictions these startups will be prepared for it and will comply to new rules.

The thing that happened with Paytm payments bank is extremely rare.
