This is nothing to be honest. If they don't lay off, this many numbers will resign for sure. Last year only almost 15k people resigned from TCS. So it's really nothing.

You statement really makes me wonder about that thought process which brought you to this conclusion.
There is a difference between ppl resigning because they mostly secure a job before it while layoffs are cruel which they don’t prepare for. Imagine the situation of a person who might be the only breadwinner at his home due to aging parents and toddlers at home with all eyes on him for every essential.
Even when companies are sitting on the stockpiles of cash and can spends hundreds of millions on a single function like Bezos wedding but fire employees to make their books look even more good.

What I really wanted to say is that this decision does not make sense if they have planned to layoff people over a year. That many people will reduce by default. This was my thought process.
If you know about the companies which you are referring to, read how they lay people off. They lay a similar number of people off within a week, which makes sense if they don't want to invest in certain areas. The reason stated by TCS CEO does not make sense.

2% over the next year is a small number, we need to also consider their hiring numbers and hence it gets somewhat balanced… out of 6L + workforce, if 12 thousand people are let go , let’s say an average of 1k ppl every month, it looks like a normal number to me… maybe, exits in certain divisions will not have backfills and in some divisions, they might ask to leave and approve early exits

In TCS people are so lazy and doesn't want to work - they think it's govt company - now I think people will start working with a possibility of layoff if you don't work

People inside tcs know that unofficially a lot of silent firing is happening. Now after offical statement a lot more has to come.

Yes I had to resign indirectly due to forced D band,otherwise my unsupportive manager would have sent me to PIP and force me to resign after 2-3 months. Eventually its gonna happen to many employees.
