Suggestion for starting a Career in IT

My friend has a 3 yrs gap So he has 2 situations now

1. Do a Pgdac course from CDAC (fee 1.5lakh ) and get a job at 4.5 lpa minimum and avg is 6 lpa and 30% of batch is unplaced can land there too worst case scenario
2. He found an institute in Pune via his friend that shows a gap year as working in their institute they are ready to give all the documents required for a switch like PF ACCOUNT FORM 16 ,JOINING LETTER , RELIEVING LETTER . But the condition is they will train him as full stack developer with cloud technology for a year pre placement he has to pay 1.5 lakh and post placement 1.5 lakh. The institute doesn't let you join any MNC as your 1st company due to BGV reasons . But later you can join these MNC after 2 switches . They are giving avg ctc of 15 lpa His friend got a job this way in some Europe based company. Which option should he choose?
