Salary Negotiation

EOY: 4 yrs

I have an offer from a startup of 12.3 LPA for Angular Developer.

I asked for 16 LPA from CitiusTech telling them that I have 12.3 in hand for Java Full Stack role

She did no negotiations over the call.

She released offer with 12.3 only today.

Should I accept the offer letter and make negotiations later? Or should I not respond to it, if so offer letter will expire in 3 days?
