Red flags in company?

New culture alert : Come across one of the company where it was asking for references from past company. This is asked in filing the applicationfor first time.

Isn't this kind of things should be asked when you got selected?

This was shock to me. First contact reference from list then ask performance then decide whether to take 1st round of interview of the candidate or not..
