As pointed in another comment it's a north south thing most probably. Most merchants and users in Hyderabad & Bangalore that I came across use PhonePe. Most merchants (not sure about the users in North) I came across in MP & Delhi use PayTM.

Sorry but isn’t PayTM soft blocked pretty much by RBI. Not much a competition. Also PhonePe is much more lighter and reliable than GPay in certain situations.

Please note it talks about MAU of the merchant app not the consumer app that you and I use to make UPI payments. On the consumer app side , Phone PE i suppose was always ahead given their lions share in UPI market
