Maybe the problem lies in you just keep applying whatever you come across.

Have you tried to check if your cv or cover letter are culprits?

Have you tried to tailor your cv as per the requirement?

Have you checked if your current skillsets are matching about 80% of most of the JDs, if not then have you tried to upskill to match it to 80% of most of the JDs?

Are you mentioning you are ready to relocate (if location isn't the constraint for you)?

Are you sure your LinkedIn or GitHub profile reflects your skillsets properly?

Please think on these aspects and try to tweak a few things and try.

And repeat this process.

It's tough to get interview calls especially if you don't have much experience.
You have to be persistent and keeps your expectations to the minimal. Expect less than 1% will reply to you. Send invitations to recruiters, whoever accepts, ping them with a cover letter and resume. If they don't reply, follow up after sometime. Rinse and repeat.
