No regard for interviewee's time?

What is generally wrong with the hiring folks, either they're extremely late or most of the time there isn't a reply after the interview? Even after a follow up?? Why waste someone's time and build expectations? Like at least have enough balls to tell a candidate that he/she isn't through?
