Need advice

I have been wanting to switch my job for a while now. I finally have an offer the product is good but the team is not ideal I will be the only designer for a while… I need to sign the offer by end of this week. One of the clause is if I sign and don’t join I’ll have to pay one month gross salary. What if I don’t pay it later on? What are the consequences?

Heard this "if i sign and don't join I'll have to pay one month gross salary", decent no. Of people reject offers post signing also.
So i guess this some BS that the company ha written makes no sense to me.
I dont think there might be any consequence this is to just scare new joiners
