Moving to the UK for studies

My Brother got his offer letter from Birmingham City University, for MBA in international Business, The total fee for the course in 20k Pounds approx. We don't come from money and he is thinking of moving to UK permanently. Is it worth it? Going over there in today's economy as an immigrant student from India. Thoughts? Any suggestions will be appreciated
