Simply put, if you're laying off people - your company is failing in a certain aspect. And you as a CEO need to own up some responsibility or find the ones responsible and fire them. Not start blanketed layoffs. Laying off people just shows that you're a failure and a coward who can't just manage anything but also can't take responsibility for your failures.
