I think "luck" is like the salt in our food. No matter how good the other ingredients are or how skillful the cook is, without salt the food is going to taste bad.
Same thing goes for luck.

Luck or uncertainty, is basically uncontrolled variables.
Every outcome in life is affected by a bunch of causal variables, and the more variables you understand, plan for, and control, the lesser and lesser the outcomes will depend on luck.
Of course, you cannot control 100% of the variables, so the remaining uncontrolled variables are grouped together as "luck".
The same concept is used in designing manufacturing processes and to ensure quality control, and reduce the amount of random variability in quality of the output of any manufacturing process in any factory 😊

Luck is like wind. It can either blow in your direction and favour you or blow in opposite and obstruct your path. For some people it may be less strong in either directions, for some it can be massive. So it is all specific to people and context, no specific percentage can be put
