Job switch

PM working in an indian bank, got offer from one of the top US banks . Should I join during these times when US banks are failing and US debt issue is going on. Or should I continue in same Indian bank. Both roles are as Digital Product Manager in consumer facing products.

Depends on how much is the hike and what is your salary compared to current market trend /your experience.

Layoff more than anything is a function of fate /wrong timing. If someone's timing /fate is bad he will get laid off in the existing company even.
