Is Google exploiting?

Google reduced prices by 70% after ola came up with very affordable pricing. Who are actually using this till now? Any Startups that will gain advantage with this? How much revenue are they bringing to Google till now? I'm unaware of this industry and not from tech background. Can someone explain in Layman Terms?
