WTF. This is elitism, anyone can unskill and learn things when they have the curiosity. Even the 'cleaner' you have mentioned.
I know people in WITCH who are better skilled than some friends in well known MNCs.
It depends on the person, if one trust the person skill and adaptability they can refer, none of your business.
