People dump, people smell the shit, people elect corrupts based on caste, corrupts loot waste management system, people forced to dump.

You see the loop - people. So maybe Indians really need to stop blaming everything and look inwards a little.

We have regular waste collectors in many cities now, not covered entirely but certain areas are and they are still dirty.
