Full & Final Settlement With TCS

I left the company a month back due to some critical health and personal issues. Facing issue with Full & Final settlement in TCS they have put recovery amount of 17700 and without letting me know they offline approved my sabbatical which i applied to them before leaving the organisation 2 months back and then they didn’t replied back until i put them resignation and now when i m trying to please waive off my amount they are not replying. Can somebody please help me with the solution here as I m having seriously financial issues along with some personal issues. Not having any offer in hand to repay them.
