Frustrated with Notice period duration

I know everybody is struggling with the duration of NP being 90 days, I am looking for a job change and also getting calls from HR as well but they ask Notice period and never calls back. I recently got call from American Express but they want someone who can join withing 30 days. I really feel frustrated as I am from very niche Technology and not many job openings are there for my Technology and most of the job openings wants immediate joiner.

I can't resign without offer, even TCS and Infosys interview is not getting scheduled.
