Confused Frustrated and Lost all hopes

Hi Everyone, I am frontend developer having 3.10 years of experience in Angular but my resume is not getting shortlisted anywhere am really frustrated 🥴 not able to figure out is it because of resume is it 90 days notice period. Should I change my tech stackt to react? Please suggest what should I do?
