India has always imported coal, particularly Australian variety. Domestic coal mining in India has not expanded because of "farmer protests", largely aided by Congress friendly groups.
You should look into how adani is selling inflated coal prices to India itself by just routing it through countries. There was an expose a while ago.
Never forced to buy from a particular company and on an artificial higher price.
