Accenture Onboarding is no less than a Scam

Got a PPO last year from my internship at Accenture, and was expected to join in May/June as per earlier communication.

No offer letter is rolled out so have nothing as a concrete proof of a job in hand. Now I am hearing that things will move forward from September onwards which is still tentative.

So now there would be a gap of more than half a year if I am fortunate enough to get in, or would be left empty handed if nothing is there

And upon that they have started collecting data from colleges for the next batch for campus placements, when the existing recruits are empty handed

If they don't have a requirement, why do they hire in the first place? Could've easily sat for placements in other companies and would've started paying off my education loan by now.
